Barring further details on what they’re talking about, this is a load of horsecrap. Anyone have any idea what they’re talking about?

Potential targets are radically decentralized; there’s no “one path” to shutting down attacks unless you’re talking about cutting the U.S. off from the rest of the Internet. (Which would really suck for the rest of the Internet.)
